A fabric manipulation technique where a strip of material is gathered, pleated, or cut on a curve and attached to a garment at one edge. Unlike a standard ruffle, which is usually gathered straight, a flounce is often cut from a circular piece of fabric so it falls in wide, smooth waves without adding bulk at the seam. It is used on hems, necklines, and sleeves to add volume and movement.

The pattern calls for a bias-cut flounce at the hem to give the skirt more swing.
