Weld that failed inspection badly enough to be cut out of the line rather than repaired locally, and the act of removing it. On pipe the joint is cut, the ends rebeveled and a new weld made, sometimes with a short pup piece to keep length. Codes and owners often allow only a limited number of repair attempts before a cutout is mandatory, and welders' cutout counts follow them around.
That's the second repair on joint 22, no more grinding on it, it's a cutout.
