Light coating of particles that solidified or cooled before reaching the surface, settling on previously sprayed areas, around the edge of the spray pattern or on surfaces waiting to be coated. It bonds poorly, so material sprayed over it can delaminate between layers. Gun paths that run off the part, extraction airflow and sequencing are arranged to keep dusting off areas still to be coated.
There's dusting on the back side of the ring from the first side, blow it off and sweep before you flip it.
