Plant slang for a worker who has reached their administrative dose level for the year or outage and is barred from further entries until it resets or an extension is approved. Contractors who burn out early in an outage may be released, so dose is managed like a budget across crews. Being burned out says nothing about health effects; it reflects administrative limits set well below legal limits.
