Peripheral Clock. A digital clock signal distributed to peripheral subsystems on a microcontroller or system-on-chip, such as timers, serial interfaces, and analog-to-digital converters. It often runs at a divided, slower frequency compared to the main system clock to save power and meet the timing constraints of external buses.

The UART baud rate is derived from PCLK, so if you divide the system clock, you have to recalculate the UART prescaler.
