A negative-edge-triggered device changes its internal state strictly during the falling edge of a clock pulse. It ignores the steady high or low states and the rising edge. This design prevents race conditions in sequential logic by ensuring that data is sampled and latched only at one precise, predictable instant.
Make sure you use a negative-edge-triggered flip-flop so it shifts data after the input settles.
