A throttle valve that controls the flow of steam to the cylinders of a locomotive.

The primary throttle mechanism on a steam locomotive. The hogger operates the regulator from the cab to open or close the passage of high-pressure steam from the boiler dome into the cylinders, directly controlling the engine's speed and pulling power.
