Blue wire is the North American lab term for a jumper added to fix or change a board after fabrication, named for the blue-insulated wire-wrap wire many labs use so modifications stand out. As a verb, to blue-wire a fix means to make it with jumpers rather than wait for a respin. A board covered in blue wires is a running record of everything the next revision has to change.
