To lay overlapping panels with the upslope piece on top, so water sheds over the lap instead of into it.

Installers shingle laps the way roofers do: on slopes and in channels the upslope or upstream panel goes over the one below, so water and soil run across the overlap instead of getting under it. The same idea guides fill placement, which advances in the direction that presses the top layer down instead of peeling it up.
