A transient negative-going spike or glitch in a digital signal that is supposed to remain at a logic high state. These short dropouts can cause false triggering in edge-sensitive logic circuits and are usually the result of race conditions, crosstalk, or power supply transients.

The counter is double-stepping because there's a blivet on the clock line right after the rising edge.
