The pipe is lowered to the bottom of a drilled shaft, cofferdam or slurry-filled trench, and its discharge end stays buried in the fresh concrete, commonly at least 5 ft, so the rising mass pushes water or slurry ahead of it instead of mixing with it. Tremie mixes are fluid and cohesive, often with HRWR. Pulling the pipe out of the concrete mid-pour breaks the seal and contaminates the shaft.
Keep the tremie at least five feet into the concrete, if you pull it out we're starting this shaft over.
