Soft adhesives under winding tension or stacking weight cold flow out past the edges of a roll or label. Oozed edges pick up dust, stick rolls to each other and to packaging, and jam applicators. Storage temperature, winding tension and adhesive firmness are the controls, and converters sometimes trim the edges.
These rolls have edge ooze all over, they've been stacked six high next to the oven. Get them in the cool room.
