A tape sample of fixed area, often 25 by 25 mm, is applied to a steel panel, rolled, allowed to dwell and loaded with a weight such as 1 kg, at room or elevated temperature. The result is minutes to failure. It measures cohesive strength and creep resistance, the property that keeps a mounted part from slowly sliding down a wall.
Static shear at 70 C failed in 40 minutes, this tape will not hold that heater cover.
