The International Convention for the Prevention of Pollution from Ships regulates what vessels can legally discharge into the ocean. It is divided into six annexes covering oil, noxious liquid substances, harmful packaged substances, sewage, garbage, and air pollution. Port state control officers inspect vessels specifically for compliance with these annexes.
