Describing cargo or a vessel that has not yet cleared customs documentation at a port.

Unentered refers to goods or ships that have arrived at a port of entry but lack the official paperwork required by customs authorities to be legally discharged or admitted. Until the proper manifests and declarations are filed and accepted, the cargo remains under customs control and cannot be moved inland.
