Aggressive roughing that clears bulk stock as quickly as the machine, tool and workholding allow, leaving finishing allowance for later passes. Hogging out pockets and profiles is where horsepower, rigidity and chip evacuation matter most, and it is often done with roughing endmills, high feed tools or adaptive tool paths that keep load constant.
Hog out the pocket with the roughing endmill, leave twenty thou on the walls and floor for the finisher.
