A bar support made of mortar or concrete, a few inches square, set under bottom mats in footings, grade beams and slabs on grade where wire chairs would sink into the soil. Cast-in tie wires let the rod buster lock the bar to the block, and because it is concrete it leaves no rusting metal at the surface.
Throw dobies under the footing steel every three feet, those wire chairs are just going to sink in that mud.
