The act of applying for, paying for, and receiving a permit from the city or county building department. Contractors use this term to describe the administrative hurdle required before breaking ground or starting regulated work like plumbing and electrical. The person who pulls the permit attaches their license to the job and assumes legal responsibility for the work meeting code.
