A fast patching method in which crews throw cold patch or hot mix into a pothole, often without cleaning or tacking it, and compact it by driving the truck over it. It keeps lanes open through winter and spring storms, but the patch often pops out within weeks. Semi-permanent patches add steps: clear out water and debris, square up the edges, tack, fill and compact with a plate or roller.

It's sleeting, so it's throw and roll today, fill every hole on the route and we'll do them right in May.
