R&R is the standard full repair for failed sealant: cut out the old bead and backer, grind or scrape the faces back to clean substrate, prime if required, install new rod and sealant, and tool. It costs more than a band-aid but resets the joint. Bids are priced per linear foot of R&R, with adhesion pulls specified before and during the work.
Bid is 4,000 feet of R&R on the precast and band-aids only on the coping joints.
Leaving a thin film of old silicone on the joint faces during R&R is a common reason new sealant fails early.
