High Speed Shared Control Channel transmits physical layer information, such as the modulation scheme and channelization codes, two slots ahead of the actual data payload. Mobile devices continuously monitor this channel to know when they are scheduled to receive data on the downlink. Without successfully decoding this control information, the device cannot process the subsequent data burst.
The handset is dropping packets because it keeps missing the scheduling assignments on the HS-SCCH.
