Recoating saves the cost of stripping, but a cured film is smooth and sometimes hard to bond to, and fully cured powders can fail intercoat adhesion. Shops scuff sand or use a powder known to recoat well, lower kV to avoid back ionization over the insulating first coat, and check adhesion before shipping. Many specs allow only one recoat to limit total film build.
Recoat the light ones, but scuff them first and keep the kV low or it'll back ionize.
