Part metal temperature is measured with a thermocouple clamped or magnetically attached to the part, usually at its thickest section. Powder cures by PMT and time at that temperature, so a 400 F oven can fail to cure a heavy casting that only reaches 360 F. PMT readings come from an oven profile run or a probe at the oven exit.
Air is 425 but PMT on the thick flange only reached 365, they're undercured.
