A hook or rack contact too crusted with cured powder to carry charge away, so powder will not stick properly.

Shops blame a bad ground first for thin film, powder falling off before the oven, uneven film from part to part and sparks near the gun. It usually traces to hooks that have been through the oven too many times without stripping. A part with a bad ground can also hold enough charge to shock anyone who touches it in the booth. Fresh or stripped hooks and clean contact points fix it.
