The ground bailiff acted as the senior engineer and general manager for a mining estate. They were responsible for the overall layout, ventilation plans, and sinking of new shafts across several pits. They held authority over the local pit bailiffs and overmen, reporting directly to the mineral rights owner or board of directors.
