Balancers measure airflow at outlets with flow hoods, traverse ducts, read fan speeds and static pressures, and set dampers and valves in proportion until the system matches the drawings. Hydronic balancing does the same with flow readings across balancing valves. The final balance report is a commissioning document, and it is the first thing to check when comfort complaints start in a new building.
Test and balance report shows the east wing at 60 percent of design, either they never finished or someone moved the dampers.
