Describing a road or lot that lacks a bound pavement layer like asphalt or concrete.

An unsurfaced roadway consists only of native subgrade soils or an unbound aggregate base course. These sections have not received any asphalt binder or surface treatment to seal them against water and traffic wear. Paving crews often encounter unsurfaced grades when preparing to lay down the initial base course or prime coat on a new alignment.
