To aggressively apply water to reduce the bulk of visible flames.

This tactical phase involves hitting the main body of fire with enough water or extinguishing agent to stop its forward progress and darken the heavy flames. It transitions an incident from an uncontrolled, growing fire to a manageable state. It does not mean the fire is completely extinguished, as hidden hotspots usually remain.
