Short for test board, this is a custom or semi-custom PCB designed to mount a device under test and connect it to measurement instruments. It breaks out the pins of a chip or module to accessible headers, coaxial connectors, or test points. Engineers use test boards during prototyping and validation to isolate the component's performance from the rest of a system.
