A regulatory safety standard for dampening asbestos-containing materials.

A regulatory condition where asbestos-containing materials are thoroughly saturated with water or a wetting agent prior to disturbance. This prevents harmful microscopic fibers from becoming airborne during demolition or abatement. Inspectors look for moisture penetrating the entire thickness of the material, not just a surface mist.
