Ring out in electrotechnology
To check continuity and identity of every core of a cable end to end before termination or after a fault.
Ringing out means testing each conductor of a multicore cable for continuity and correct identification between its two ends with a continuity tester or meter, the name coming from the bell-and-battery tester that does the same job. One end of a core is linked to earth or a reference core and the other end is probed until it is found. It catches crossed cores, broken conductors and wrong numbering before anything is energised.

Ring out in telecom & it
To place an outbound call from a private network to the public telephone network.
Ringing out is the act of dialing from an internal PBX or private telephone system to an external number on the Public Switched Telephone Network (PSTN). This usually requires dialing a specific prefix, such as 9, to seize an outside trunk line before entering the destination number. Telecom administrators monitor ring-out traffic to track trunk utilization and prevent toll fraud.
