Metal melted into a joint, from stick electrodes and MIG wire to TIG rod, submerged arc wire and brazing alloys. Classifications such as E7018 or ER70S-6 define chemistry and mechanical properties, and codes match filler strength and composition to the base metal. Using the wrong filler, such as carbon steel rod on stainless, is a classic cause of cracking and corrosion.
Check the filler metal against the WPS, it calls ER309L for the dissimilar joint, not 308.
