Commercial Crew Development was initiated to stimulate the private sector in creating safe, reliable, and cost-effective vehicles to transport astronauts to and from low Earth orbit. Instead of NASA owning and operating the hardware, it acts as a customer buying a service. This shift dramatically changed the aerospace industry by empowering commercial vendors.
