An aftermarket accessory clamped to the rim of a steering wheel that spins independently of the wheel itself. It allows a driver to rapidly turn the steering wheel lock-to-lock with one hand. They are heavily used on forklifts and tractors, and serve as mobility aids for disabled drivers, though they are illegal in some jurisdictions for standard road cars.
