Short for construction quality assurance, it is done by a third party working for the owner, separate from the installer's own quality control (CQC) and the manufacturer's (MQC). CQA monitors watch deployment and seaming, pick destructive sample locations, review results and compile the final record of panels, seams, repairs and tests. Regulators often accept a landfill cell on the strength of the CQA report.
CQA won't sign off the panel until the destruct results come back from the lab.
