The peak torque at which an already tightened fastener first moves. Measured in the tightening direction with a dial or electronic wrench, it serves as an audit of the torque applied earlier and usually reads somewhat above or below it depending on friction and relaxation. Measured in the loosening direction, it is the rating used for threadlockers and prevailing-torque nuts.
