The individual or legal entity bearing the economic and operational responsibility for a farm.

This administrative classification designates the person who makes the major decisions regarding resource use and assumes the financial risk of an agricultural enterprise. Government agencies and census bureaus use it to track farm ownership, tenure, and subsidy eligibility. The holder may own the land outright, lease it, or manage it under a sharecropping agreement.
