A generating process in which a cutter shaped like a gear strokes up and down across the blank while both rotate together as if meshing. Because the stroke needs very little runout, shaping cuts internal gears, cluster gears and teeth next to shoulders that a hob cannot reach. It is slower than hobbing for plain external gears.
Cluster gear has a shoulder right up against the small teeth, so it has to go on the shaper, the hob will hit.
